Why isn't Estonian available yet when all the mini stories are done?

I know that Estonian isn’t on LingQ. But frankly it makes no sense.

Every mini story is already translated and recorded, but for some reason that doesn’t seem to be enough to add the language to LingQ? When will it be added? If anyone wants to add it, do they only have to create a grammar guide or do the mini stories need to be translated yet again? How does it stand now?

Other than Mini-Stories, to have language ready for Beta we also need:
Active News Feed
Adequate Dictionaries
Grammar Guide
