What does in mean?

Does “one in three” and “one in ten” has the same meaning as “one of three” and “one of ten” in the following sentence:

We want to be reaching one in three people around the world, and we want to try to persuade one in ten of those people to become an active participant.

one out of three, i.e. a third, yes. One in ten of those on in three = 1/10 of 1/3 = 1/30th or about 3%.
