What do the "not sure" words mean?

There’s new, can’t remember, not sure, and known. So I know now that a word comes up under can’t remember until you get the flashcards write twice in a row. But those that I got twice in a row still show up under “not sure”

A word that you get right twice in a row move up one level (from 1 to 2, from 2 to 3 or from 3 to 4). Not all the way up to “Known”.

When learning especially Chinese, French, I sometimes change level even if I am not sure for the meaning when encountering the same words in new contexts or situations. So Flash Card is not perfect, sometimes I forget words, sometimes the same words have different meanings in different contexts…

This phrase is much better,“I sometimes change level after I realize I am not sure for the meaning when encountering the same words in new contexts or situations.”

I am very sorry again for my misunderstanding, I posted my comment about my using Flash Card but this question is simply about the system “why is there still ‘not sure’ ?”,
