It’s an unusual sentence and I wouldn’t have said it that way. It lacks a bit of context but it was probably suggested earlier that it would take 22 hours or perhaps more than 22 hours, so to say ‘rather under 22 hours’ shows that it took less than it should have or less than it was originally projected to take.
