Contexto:
Los idealistas ingenuos seguían siendo idealistas ingenuos, los mercenarios ansiosos no habían perdido el brillo de hambre en los ojos, los adictos a la información seguían deseándola como si la vida les fuera en ello y los escasos fanáticos patrioteros continuaban usando la bandera para envolver en ella sus sueños más húmedos.
Creo que la significa es “sus visiones deseadas en sus fantasías mas descabelladas”.
¿Entoces “húmedos”, es este caso, sería un sinónimo de descabellados? Absurdos? Locos?
Es la primera vez que encuentro esa expresión.

“Húmedos” tiene la conotación de fiebre, de delirio. Al menos, es lo que pienso yo. (No soy nativo!)

I believe that rather than word for word, you want to look at the meaning of “sueños húmedos”.
The phrase is similar in English, we call them “wet dreams”, and while the term is a bit graphic, we also use it metaphorically as is done in the spanish passage in your post. One might say “in your wildest dreams”, or a bit more crudely, “in your wettest dreams”. While it isn’t a phrase I use, I have heard it.
Perhaps a native speaker might read something else from the imagery there, but I took it to mean that that patriotic fanatics wildest (lustful even) dreams will continue to be wrapped up in their nationalistic ideas, and that the dreams are likely to not be realized. This seems to match the context of the earlier parts of the passage as well.
