Portuguese flag

Quick question: why is Portugese the only one of these languages (and perhaps all others) that has a combined flag?

English = Union Jack
French = France
Russian = Russia
German = Germany
Italian = Italy
Chinese = PRC
Portuguese = odd combination of Brazil + Portugal

Spain is also just the Spanish flag.

Looks like there was one discussion on this last year with Steve of the opinion that the flag should be of the country where the language originated:

We have as our basic policy to use the flag of the origin of the language. We cannot have ten flags for each language after all. We did receive complaints from some of our Brazilian friends, and decided that in the case of Portuguese only, we would use a combined flag. I do’t think it is a big deal in any case, and hope we don’t have to change anything.
