This is the subjunctive.

“c’est un peu dommage que l’ interlocuteur n’ait pas posé”

When we qualify a statement with some degree of desire, uncertainty, opinion, obligation etc. the verb in the phrase that is qualified takes the subjunctive.

Il faut que vous soyez patient.

However, to think or believe does not require the subjunctive unless there is doubt.

For example the verb “croire”.

Je crois qu’il a raison.
I think he’s right.

Je ne crois pas qu’il ait raison.
I don’t think he’s right.

Crois-tu qu’il ait raison ?
Do you think he’s right?

The use of the subjunctive is something you have to get used to with a lot of exposure.
