Library view looks strange

I opened the library with IE8 and FF. It looks very strange. Am I the only one experiencing this? Do you see what I see or is everything fine for you?

it is not the library but looks very strange; on the badge in my Chinese account “I known… words” is written in Russian, a language which appears nowhere in my Settings.
