I’m fairly sure it’s без одной минуты девять.

this is more formal (and easier) : восемь часов пятьдесят девять минут

Thanks. I probably should have googled “how to tell time in Russian” but for some reason that didn’t occur to me. I kept visualizing the nightmare of trying to google “в восемь часов …” only to find examples written by people who don’t actually speak Russian. Must be the stress of dealing with Russian stress patterns in these three Belarusian news articles I was reading. It must have caused a temporariy dysfunction in my head.

I’m impressed with the level of detail in these reports:

В современном языке в этом случае принято говорить:
в восемь пятьдесят девять
(или)
в восемь часов пятьдесят девять минут.
