How would you translate 下来 here? my dictionary says ‘come down’ but that doesn’t make sense.
下来 here indicates continuation from the past towards us. Used after the verb 积攒, it indicates that the accumulation has been continuing all this time till now. So, the sense of “come down” is figurative.
甚至要 = must even
花掉 = spend
许多年才积攒下来的钱 = money that took years to accumulate
