I was watching this video last night, and when I first opened it, it restarted at the beginning, not where I left off:
I tried closing and reopening several times, and it always resets to the beginning. I don’t think it does this for all videos, maybe just those that are broken into segments. Needless to say this is very annoying as the user has to spend a minute or two trying to find their original place in the video.
