What does “status” mean in this sentence?

I think it means, those organizations are independent of the government in that they have no legislative or administrative authority for their ratings. For example, the EPA (Environmental Protection Agency) has a legal authorization for their actions from Congress whereas the Motion Picture Association of America is an industry group that rates movies with no legislative authorization. They have no official government status, that is, they have no legal authority.
