I am not into this area, so I might be wrong.

I wonder why they associate those who help the developing countries as the ‘Western World’. They can be other non-Western developed countries too, right?

Developing countries are ‘developing’, so they are bound to face problems and hit some walls. Why do they blame the ‘Western World’? (‘they’ here I refer to those who made this website and the film)
