You can download and convert the audio of the video to mp3 using YouTube Playlist Downloader, and you can use Faster Whisper XXL to transcribe the audio file. The default export format is srt, a subtitle format, which means it gives you timestamps. You have to checkout whether Armenian is supported.
If the video in question is for channel members only, you can download and convert it using yt-dlp.
