Is this title an interrogative sentence or an exclamatory sentence?

Can I put “?” or “!” after “valley?”

Exclamatory, I guess, but the exclamation mark is not required. It would make the statement too strong or startling. This is a softer statement, of nostalgia or remembrance.

The title of the film in Japanese is “わが谷は緑なりき,” which means “My valley was green!”
When I saw the film, I felt there was something we had lost.

Am I right in thinking that “was” comes last, if “my valley” is replaced by “it”(pronoun) as follows?
